EDITORIAL – EDICION 26 DIC. 2021 – AÑO XIII

Finalizamos un nuevo año de intenso trabajo, la pandemia que asoló al planeta y que parece empezar a ceder lentamente, planteo nuevos desafíos a las instituciones en general, a los centros de investigación en particular y demando un enorme esfuerzo a los investigadores. Esta nueva edición de Estudios Históricos cierra el año XIII de ediciones continuas con aportes valiosos de diferentes lugares, con temáticas variadas que nos aproximan a los estudios desarrollados o en curso en Argentina, Brasil, Uruguay, así como nuevas colaboraciones desde Rusia, Universidad pedagógica estatal de Ulyanovsk, con temas vinculados a la historia y la cultura de esa región cercana a Moscú.
Convocamos, a que cada vez más autores/colaboradores nos envíen sus artículos en doble formato, el idioma de referencia y en inglés, pues nuestro proyecto editorial para los próximos años es aumentar la difusión de la producción regional, especialmente del Río de la Plata , en el hemisferio Norte y de esa forma hacer visible la producción, importante, valiosa, que muchas veces se ve limitada en su difusión por mecanismos de distribución y circulación.
Estudios Históricos, como revista académica del Centro de Documentación Histórica del Río de la Plata y Brasil: Dr. Walter Rela, hizo la opción desde el primer número, por un modelo de libre acceso del conocimiento, gratuito para que los investigadores de esta región puedan difundir sus estudios y proyectos, sin publicidad ni patrocinadores para mantener nuestra absoluta independencia, pero atendiendo a las normas generales de evaluación internacional, sistema doble ciego por pares, que aseguran la calidad de la publicación. Apuntamos en los próximos años a aumentar la presencia de la revista con el apoyo y los aportes de la colectividad académica, al principio de nuestra región, hoy de diferentes partes del mundo - donde también hay problemas similares para el acceso y circulación de la información - que han confiado en nuestro trabajo para comunicarse con muchos otros en diferentes continentes.
En 2022 nos encontraremos en la misma senda que desde hace trece años elegimos, buscando perfeccionar esta herramienta de divulgación científica y de construcción colectiva, promoviendo la libertad de acceso a la producción académica, única forma de expandir el conocimiento a todos los niveles de la sociedad, sin restricciones ni mercantilización del mismo.

EDITORIAL - EDITION 26 DEC. 2021 - YEAR XIII
We are finishing a new year of intense work, the pandemic that devastated the planet and that seems to be slowly giving way, posed new challenges to institutions in general, to research centers in particular, and demanding a huge effort from researchers. This new edition of Historical Studies closes the year XIII of continuous editions with valuable contributions from different places, with varied themes that bring us closer to the studies developed or in progress in Argentina, Brazil, Uruguay, as well as new collaborations from Russia, the State Pedagogical University from Ulyanovsk, with topics related to the history and culture of that region near Moscow.
We call on more and more authors / collaborators to send us their articles in double format, the reference language and in English, as our editorial project for the coming years is to increase the dissemination of regional production, especially from the Río de la Plata, in the Northern Hemisphere and thus make visible the production, important, valuable, which is often limited in its diffusion through distribution and circulation mechanisms.
Estudios Históricos, as an academic journal of the Center for Historical Documentation of Río de la Plata and Brazil: Dr. Walter Rela, made the option from the first issue, for a model of free access to knowledge, free for researchers in this region to be able to disseminate their studies and projects, without advertising or sponsors to maintain our absolute independence, but in accordance with the general standards of international evaluation, a double-blind peer system, which ensures the quality of the publication. We aim in the coming years to increase the presence of the journal with the support and contributions of the academic community, at the beginning of our region, today from different parts of the world - where there are also similar problems for the access and circulation of information - who have relied on our work to communicate with many others on different continents.
In 2022 we will find ourselves on the same path that we have chosen for thirteen years, seeking to perfect this tool for scientific dissemination and collective construction, promoting freedom of access to academic production, the only way to expand knowledge at all levels of society, without restrictions or commercialization of the same.

01 - Paleoindian Occupations in the Archaeological Locality Touro Passo, Brazil Ocupações Paleoindígenas na Localidade Arqueológica Touro Passo, Brasil

Abstract: This paper summarizes and discusses the initial occupation (10,800-9,903 years AP) of the archaeological locality Touro Passo, municipality of Uruguaiana, western region of Rio Grande do Sul, Brazil. In the first place are presented the results obtained by the “Paleoindian Research Program” - PROPA (1972-1978) - Smithsonian Institution, headed by Eurico Miller (1972-1978) and his remarkable contributions to the study of paleoindian sites in Brazil. Additionally, is a synthesis of the studies performed by Milder (1994) in the sites investigated by the PROPA team in the 70s. The author has made an important review of Ibicui Stage based on the evaluation of Miller (1972-1978), identifying inconsistencies between the chronological and stratigraphic data. During the last decade, Pouey Vidal (2011-2018) has conducted geoarchaeological research in the area; relocating the paleoindian sites previously studied by PROPA, and looking for new paleoindian sites with outstanding scientific potential. A geoarchaeological approach has enhanced the understanding of the stratigraphic sequences, identifying the “in-situ” archaeological material beneath the Pleistocene Sedimentary Formation Touro Passo horizons, the perturbation and the site formation process of sites in fluvial subenvironments. The results have shed light to the Lamitic level with new 14C dates records.

Resumo: O artigo resume e discute a ocupação inicial (10.800-9.903 anos AP) da localidade arqueológica Touro Passo, município de Uruguaiana, região oeste do Rio Grande do Sul, Brasil. Em primeiro lugar são apresentados os resultados obtidos pelo “Paleoindian Research Program” - PROPA (1972-1978) - Smithsonian Institution, coordenado por Eurico Miller (1972-1978) e suas importantes contribuições para o estudo dos sítios paleoindígenas no Brasil. Na sequência é realizada uma síntese dos estudos retomados por Milder (1994) nos sítios pesquisados pela equipe do PROPA na década de 70. O autor fez uma importante revisão da Fase Ibicuí a partir da avaliação de Miller (1972-1978), identificando inconsistências entre os dados cronológicos e estratigráficos. Na última década, as pesquisas na área foram retomadas por Pouey Vidal (2011-2018) a autora relocalizou os sítios paleoíndigenas estudados durante o PROPA, além de localizar novos sítios paleoíndigenas com amplo potencial de estudos científicos. O enfoque geoarqueológico da pesquisa permitiu a compreensão da sequência estratigráfica, identificação de material “in situ” nos horizontes da formação sedimentar Touro Passo e dos processos de formação e perturbação postdeposicional dos sítios arqueológicos em ambiente fluvial. Além de oferecer novas datações 14C para a área de estudo, que situam a ocupação caçadora-coletora como contemporânea as registradas em importantes sítios datados no Uruguay.

02. La "Cueva del Tigre" y los sucesos del 11 de abril de 1831

Resumen: Generalmente se acepta que los enfrentamientos conocidos como "Salsipuedes" del 11 de abril de 1831 pusieron fin a la presencia de las denominadas "naciones" indígenas en la naciente República Oriental del Uruguay. También es frecuentemente aceptado que parte de esos sucesos ocurrieron en un lugar denominado "Cueva del Tigre". Esta contribución pretende dar cuenta de los avances en la caracterización de ese sitio así como en el conocimientode lo allí sucedido el 11 de abril de 1831. En la búsqueda de ese objetivo se ha empleado un abordaje multidisciplinario, especialmente desde Arqueología e Historia, combinando fuentes documentales y trabajo de campo. Un plano topográfico del año 1834 y otro de 1854 fueron de gran utilidad para establecer el lugar de los sucesos. Los trabajos de campo permitieron ubicar estructuras y vestigios de origen indígena. La información histórica y arqueológicaconstituyen insumos relevantes de cara a futuras investigaciones y también para la identificación de "sitios de la memoria".

Abstract: It is generally accepted that the confrontations known as "Salsipuedes" of April 11, 1831 put anend to the presence of the indigenous "nations" in the nascent Republic of Uruguay. It is also frequently accepted that part of these events occurred in a place called "Cueva del Tigre". This contribution aims to give an account of the advances in the characterization of that site as well as in the knowledge of what happenedthere on April 11, 1831. In the pursuit of this objective, a multidisciplinary approach has been used, especially from Archeology and History, combining documentary sources and field work. A topographic plan from 1834 and another from 1854 were very useful to establish the place of the events. The field work made it possible to locate structures and vestiges of indigenous origin. The historical and archaeological information constitute relevant inputs for future research and also for the identification of "memory sites".

03. Descuido ou desapreço? porque a pauta do sítio histórico não avança no município de São Borja?

Resumo: Este artigo é sobre a valorização e a divulgação do patrimônio arqueológico de São Borja, levando em consideração o reconhecimento que já existe por parte do Conselho Nacional de Arqueologia e do IPHAN, que classificou a localidade como sítio arqueológico. Procuramos em nossa análise conhecer os motivos que estão a impedir a elaboração de uma política pública de desenvolvimento econômico que possa aproveitar o potencial de geração de emprego e renda que já existe. Para isso, foi necessário fazer um levantamento prévio dos pontos que facilitariam a identificação e interpretação dos vestígios materiais remanescentes da antiga redução jesuítica de São Borja. Por fim, visamos colaborar com novos elementos, para o conhecimento que já existe sobre o passado missioneiro de São Borja, contribuindo com as demais investigações que comprovam ou sinalizam destaque para o propósito de fundo.

Abstract: This article deals with the appreciation and dissemination of the archaeological heritage of São Borja, in order to ratify the recognition that already exists by the National Council of Archeology and supported by IPHAN, which classified the location in the select group of municipalities in the Brazilian federation that make up the condition for being an archaeological site. Under these conditions, we seek to adjust our analysis in order to know the reasons that are currently preventing the elaboration of a public policy that can take advantage of the potential that already exists, and which needs to undergo in loco knowledge. For this, it was necessary to carry out a prior survey of the points that supposedly would greatly facilitate the identification and interpretation of the remaining material remains of the former São Borja reduction. At the end of the day, we aim to collaborate, with new elements, for a constantly evolving knowledge that already exists about the missionary past of São Borja, bringing the theme closer to the other investigations that prove or signal an emphasis on the fundamental purpose.

04. Entre coisas colecionadas e coleções musealizadas: funções e valores da materialidade histórica

Resumo: Entre os objetos e coisas que compõem a exposição de longa duração “Coisas a Olhar” do Museu Arqueológico de Sambaqui de Joinville SC (MASJ) estão alguns dos objetos da Coleção Etnográfica de Cerâmicas do pesquisador e colecionador Guilherme Tiburtius coletadas no planalto curitibano entre os anos de 1941 e 1942. Por meio de revisão bibliográfica e documental com utilização de fontes históricas, materiais e etnológicas, este estudo busca descrever como os objetos fazem parte da dinâmica social e de como a cultura material nos auxilia a desvelar as práticas e saberes dos povos, com ênfase nos objetos como fonte histórica e científica. A pesquisa almeja contribuir com o desenvolvimento de estudos multidisciplinares e de pesquisas científicas a partir dos acervos dos museus que compõem o patrimônio cultural brasileiro em aspectos materiais e imateriais. Diante disso, foi possível compreender que as louças de barro da coleção em questão, estão além do simples gesto de transformar a matéria em objeto, pois possuem intencionalidades. No entanto, elas enunciam relações sociais e culturais que em muitos casos não ultrapassam as vitrines museais.

Abstract: Among the objects and things that make up the long-term exhibition "Things to Look at" of the Archaeological Museum of Sambaqui of Joinville SC (MASJ) are some of the objects of the Ethnographic Collection of ceramics of the researcher and collector Guilherme Tiburtius collected on the plateau of Curitiba between the years 1941 and 1942. Through a bibliographic and documental review with the use of historical, material, and ethnological sources, this study seeks to describe how objects are part of social dynamics and how material culture helps us to unveil people's practices and knowledge, with emphasis on objects as a historical and scientific source. The research aims to contribute to the development of multidisciplinary studies and scientific research based on the museum collections that make up the Brazilian cultural heritage in material and immaterial aspects. Therefore, it was possible to understand that the earthenware from the collection in question is beyond the simple gesture of transforming matter into an object, because it has intentionalities. However, they enunciate social and cultural relations that in many cases do not go beyond the museum showcases.

Resumen: Este artículo se propone exponer un análisis descriptivo de las intervenciones del Cabildo de Buenos Aires y de las representaciones de los actores sociales clasificados como labradores, sobre distintos asuntos, vinculados con el abasto de productos agrícolas, comercio, precios, almacenamiento, impuestos y actividades productivas, entre otros. Para realizarlo, se revisaron los Acuerdos del Extinguido Cabildo de Buenos Aires. El período estudiado se enmarca entre la intensificación de las Reformas Borbónicas y los primeros efectos económicos de las Guerras de Independencia.

Abstract: This article aims to present a descriptive analysis of the interventions of the Cabildo of Buenos Aires and of the representations of social actors classified as farmers, on different issues, related to the supply of agricultural products, trade, prices, storage, taxes and productive activities, among others. To do so, the Agreements of the extinct Buenos Aires were reviewed. The period studied is framed between the intensification of the Bourbon Reforms and the first economic effects of the Wars of the Independence.

06. Imágenes urbanas del departamento de Colonia (1900-1913). Una tímida irrupción de la Modernidad

Resumen: La historia urbana, en el Uruguay, es un campo de estudio aún en construcción. En el interior del país, en lo relativo a las historias locales, aunque muchas de las mismas se centran en las ciudades, no abarcan los procesos históricos urbanos como objetos de análisis específico. En el presente artículo, atendiendo a estas ausencias y enfocando la lupa en un caso particular, nos proponemos ahondar en el desenvolvimiento urbano de las ciudades del departamento de Colonia en las primeras décadas del siglo XX, durante el llamado primer batllismo. Empleando textos y prensa del período, investigaremos acerca de los vínculos entre lo urbano y lo rural (viendo sus continuidades, tan presentes en Colonia hasta la actualidad); examinando, asimismo, la irrupción de la modernidad, con sus avances y retrocesos.

Abstract: Urban history in Uruguay is a field of study still in development. Regarding local histories in the provinces, even though many of them focus on the cities, they do not take into account urban historical processes as specific objects of study. The present work intends to delve deeper into the urban unfolding of the cities of Colonia in the first decades of the twentieth century, during the first period of "Batllismo", addressing the aforementioned absences and giving preferential attention to a particular case. By using texts and press of the time, we will shed light on the relationship between the urban and the rural, considering its continuity present in Colonia even today. Last but foremost, we will examine the outbreak of modernity with its advances and retreats.

Resumo:O artigo discute o caráter patológico dos investimentos de capitais chineses no Brasil. Aborda os objetivos do imperialismo estadunidense com o golpe de 2016, entre eles, barrar a penetração dos interesses chineses no país. Analisa a subserviência do governo Bolsonaro ao governo USA, com destaque para osataques à China, e a oposição à sinofobia na base de sustentação do governo, com destaque para o vice-presidente. Destaca a Huawei como grande foco da disputa, com o fortalecimento relativo da China nos últimos tempos, no contexto da hegemonia ianque no Brasil. Analisa os apoios políticos, econômicos, ideológicos, etc. chineses no Brasil. Conclui com a proposta de oposição à ofensiva anti-chinesa internacional e nacional, sem complacência para com o agir do capital chinês no país.

Abstract: The article discusses the pathological character of Chinese capital investments in Brazil. It addresses the objectives of US imperialism with the 2016 coupo, among them, to bar the penetration of Chinese interests in the country. It analyzes the Bolsonaro government's subservience to the US government, highlighting the attacks on China, and the opposition to synophobia in the government's support base, calling attention to the vice president. Italso highlights Huawei as the main focus of the dispute, with the relative strengthening of China in recent times, in the context of Yankee hegemony in Brazil. Political, economic, ideological support, etc. Chinese in Brazil is also analyzed. The paper concludes with the proposal to oppose the international and national anti-Chinese offensive, especially by the USA, without complacency towards the action of Chinese capital in Brazil

08. A colonização alemã e o dialeto Hunsrückisch: análise sociolinguística da fala de moradoras de Picada Café/RS

Resumo: Este estudo tem como objetivo analisar a variação r-forte/r-fraco na fala de moradoras de Picada Café/RS. Para tanto, foram coletados dados de fala de 20 mulheres, os quais foram analisados utilizando-se pressuposto da teoria da variação (LABOV, 1972). A análise dos dados mostrou neutralização do rótico em apensa 33% da amostra. A pesquisa revelou também que as informantes com idade inferior a 29 anos e com nível escolar mais alto foram as que mais realizaram trocas. Esses dados podem ser um indicativo de que as pessoas mais jovens estejam começando a aceitar a condição de fazer essas trocas, algo bastante comum na comunidade em que vivem.

Abstract: This study aims to analyze the r-strong/r-weak variation in the speech of residents of Picada Café/RS. Therefore, speech data from 20 women were collected, which were analyzed using the assumption of the variation theory (LABOV, 1972). Data analysis showed neutralization of the rhotic in only 33% of the samples. The survey also revealed that informants younger than 29 years old and with a higher educational level were the ones who changed the most. These data may be an indication that younger people are beginning to accept the condition of making these exchanges, something quite common in the community in which they live.

09. Lugar de mulher: as representações femininas nos periódicos brasileiros

Resumo: Este artigo tem, como objetivo, mostrar como as mulheres eram representadas pelo jornal O 5 de Abril na década de 1930 na cidade de Novo Hamburgo/RS. Na referida década, a mulher era vista como uma figura submissa, prendada e voltada aos afazeres domésticos, havendo poucas profissões destinadas a elas, já que o marido e os filhos deveriam ser suas principais ocupações. A metodologia utilizada compreende a pesquisa bibliográfica e a consulta no periódico citado através da metodologia da análise de conteúdo, na qual foram definidas as seguintes categorias de análise: esposa-mãe-dona de casa, mulher que trabalha fora e universo feminino. Concluímos que a representação das mulheres ainda estava fortemente ligada ao imaginário feminino da mulher submissa e ligada ao espaço doméstico. Entretanto, observamos que muitas delas conseguiam sair deste padrão que lhes fora designado e ocupar outros espaços profissionais e sociais.

Abstract: This article aims to show how women were represented by the newspaper O 5 de Abril in the 1930s in the city of Novo Hamburgo/RS. In this decade, the woman was seen as a submissive figure, gifted, and devoted to domestic chores, and there were few professions aimed at them, since the husband and children should be their main occupations. The methodology used was bibliographic research and research in the periodical cited through the content analysis methodology, in which the following analysis categories were defined: wife-mother-housewife, woman who works outside and the female universe. We concluded that the representation of women was still strongly linked to the female imagination of the submissive woman and linked to the domestic space, however, we observed that many of them managed to leave this pattern that had been assigned to them and occupy other professional and social spaces.

10. The Work of the Country Court on Settlement of Land Disputes in the First Half of the 19th Century in Russian Empire ( based on the Simbirsk Province materials)

Abstract: This material is based on the case files of Russian Empire Country Courts about settlement of land disputes in the first half of the 19th century. The problem has a few studies and it is almost unknown. We focused on the settlements of land disputes among different segments of population during the reign of Alexander 1 and Nikolay 1. In the modern historical and historical-legal science the activity of civilian departments of Country Courts was in the shade of criminal offices till the famous judicial reform in 1864. A lot of researches were written about criminal offices of Country Courts because of differences in the content of theirs work before and after the reform. This article is about special features of the civilian departments of Country Courts. We disclose the process of taking and appealing judicial decisions and legal basis for the delivery of judgment. Based on the certain Court cases we find the substance, features and character of cadastral (land) relationships and legal basements for Court's decisions. Moreover, we explored social circumstances of the judicial reform. Authors tried to show the main directions of the reformation of Country Courts during the reign of Alexander 1 and Nikolay 1. We opened that the way they worked was successful and proofed that by solving conflicts very effectively in the time of landed proprietorship and serfdom.

11. “Se fosse possível pensar formas de nos mantermos mais próximos da universidade”: uma análise do acompanhamento de egressos e egressas do curso de Licenciatura em História da UFPel “If it were possible to think of ways for us to keep closer to the university”: an analysis of the monitoring of alumni from UFPel's History undergrad program

Resumo: Este artigo aborda um estudo desenvolvido pelo Programa de Educação Tutorial Diversidade e Tolerância (PET-DT) e pelo Núcleo de Documentação Histórica Beatriz Loner (NDH) da UFPel, com 186 egressos e egressas do curso de Licenciatura em História da UFPel, por meio de um formulário Google. Através da utilização de metodologia quali-quantitativa, foi possível analisar alguns dados sobre os graduados bem como pequenas narrativas construídas por eles. A pesquisa buscou levantar informações a respeito da percepção que tinham sobre a formação recebida, tal como de suas inserções laborais. A intenção é a de se utilizar os resultados para repensar o próprio curso, que está completando 40 anos em 2021. Para a construção deste texto foram utilizadas reflexões sobre ser professor no Brasil.

Abstract: This article discusses a study developed by UFPel’s Programa de Educação Tutorial Diversidade e Tolerância [Tutorial Education, Diversity and Tolerance Program] (PET-DT) and by the Núcleo de Documentação Histórica Beatriz Loner [Historical Documentation Center] (NDH), with 186 UFPel History major alumni, using a Google Form. Through the use of quali-quantitative methodology, it was possible to analyze some data about the former undergraduates as well as small narratives constructed by them. The research sought to gather information about the perception they had about the training they received, as well as their job placements. The intention is to use the results to rethink the course itself, which is completing 40 years in 2021. For the construction of this text, reflections on being a teacher in Brazil were used.
